What the Act is, in four points
The world’s first AI law
The EU AI Act is the first comprehensive law on artificial intelligence.1 Its aim is that AI systems used in the EU are safe, transparent and respect fundamental rights. Rather than banning technology outright, it scales its rules to risk: the higher the risk a system poses to people’s safety or rights, the stricter the requirements.
It applies to almost everyone
This is not just a rule for developers. Any organisation deploying AI is in scope. If your teams use tools like ChatGPT or Copilot, or AI features inside everyday software, the Act applies, even if your organisation is based outside the EU.2
Training is mandatory
Article 4 asks providers and deployers to take measures supporting the development of AI literacy among staff who use or oversee AI.3 It has applied since February 2025 and was amended in July 2026, becoming an obligation of effort rather than of result. It still binds every deployer, and national supervision runs from August 2026.2
Generic training won’t cut it
Because the duty is now measured by the measures you took, a missing training record is exactly what you cannot afford. Regulators can treat it as an aggravating factor if something else goes wrong.4 The Commission’s guidance is clear that training should be matched to each employee’s role.2 What your developers need to know is not what HR or the board needs to know.
